Mitigation Fund

East Side Area Business Association (ESABA), East Side Neighborhood Development Co. (ESNDC), and the Payne-Phalen Community Council (PPCC) advocated to the Minnesota State Legislature for the creation of a $2.2 million small business support program—the Arcade Street/East 7th Street Mitigation Fund—to assist businesses impacted by construction. While the full funding request was not secured, $250,000 was approved to support up to 50 small businesses directly affected by the construction.
